I was in the process of un-supercruising into Dixon Dock and I had just reverted to real space when I started taking fire from another ship. I am in the Mobius sub-group, will NPC's shoot you in a no fire zone?
If you are wanted in that sector, for example for carrying illegal or stolen goods, yes. Anyway, it is easy to tell a player from an NPC, even if you don't see who is shooting you from the back: The attackers scanner symbol is flashing, and as we all know: players are hollow and NPCs are solid.
NPC's can shoot at you anywhere, and the no fire zone doesn't extend to where you exit supercruise. That being said, I've never been attacked by a NPC near a station.
When you're attacked, pressing the key you assigned to Target Most Hostile (or what it's called) will allow you to see your attacker's name. If it starts with "CMDR" it's a human player, and in this case please make a screenshot (F10) and PM a report to "Administrators" and/or "Forum moderators" (these are group names you can use as recipients in the PM).

I have. A large NPC scraped past me as I was still come way away from the station in normal space. It turned and started firing at me as I crossed the No-fire line. I left the local cops to sort it out. Looks like new behaviour.
Had it happen 3 times today. As I'm running a trade setup on my python I stayed on the boost and let the station take him out each time.
Also at the end of the jump at destination star upon arrival multiple times today when I entered the system I could not do anything, controls would not respond and then game just dropped me out of sc (no interdiction routine) where I was immediately fired upon. This happened at least 4-5 times today.
Some time ago when I was starting out, I did launch out a station to see two Police eagles attacking an Asp. There was an 18,500 Cr bounty on the Asp, so I "helped" the police destroy it, and was fined 400Cr! Oh well, never mind, just docked, collected the bounty and paid the fine and went on my way.
Also seen NPC ships fighting inside the stations as well - not sure how/why
