It appears since there are no 'deep space' bases getting a beacon is limited by range, so if I want a station in a system with a habitable not near a daisy-chain of stations I need to plan on lots of stations....

Is this still the case?

It depends on my mood... what I am on at the time..... So keeping all the best ships for related work seems the only way.
