Elite: Dangerous PvE - Mobius

Twice, tonight, in the conflict zone, I came across what looked like a stationary missile called an HE Seeker.

Didn't do anything, couldnt destroy it when I targeted it, it didn't move, but everytime I hit the 'target highest threat' button, this damn thing popped up.

Anyone know what it is?

So - I come back to the game, and am in space in Exioce. I go to the conflict zone and gain about half a mill in credits for The Order. Come out of the zone and head back to Miller. Cash in my bonds, then go to the right UI screen - and guess what? My reputation with all three Excioce Empire faction...
