I hate to be "That Guy," but can someone kick CMDR Grimcop off the Mobius PVE America server? He's parked himself at Zero Squared on a large pad, and after several ignored requests to move, he refuses.

I have emailed the commander in question to be more courteous.
I can only assume it is a case of AFK and urgent space pants removal requirement for loo breaks or some such and them not being malicious enough to be kicked out of the group.

I mean, he was there for, at least, two days, must've been one heck of a loo break.

Going into the hanger as a non-NPC 'used' to count as not on pad, but with the way the game has had so many updates, instancing has also changed and what exactly triggers how other people interact with one another has blurred and now it simply is just us accidentally getting in one another's way.

Unless it is direct Players killing one another, it does not count as a reason to ask for another player to be kicked from group.
That is essentially for the worst offences.

Blocking them so you never instance with them again but both can stay in the PG is also other possible options, of course.
