That's part of the reason your ship heats up so quickly in silent running, the vents stay closed to lower your heat footprint to those around you.
Even so, your heat signature will still be effected by how fast you are going, whether or not you're boosting, and/or firing weapons. So technically you're still targetable.
Edit: I've also noticed that some ships (Mostly Diamondbacks) can be harder than usual to lock into my sensors. Even with A-rated, I feel like I need to be much closer to a diamondback to actually get them targeted, as opposed to something with a higher heat signature/radar profile.
Haven't really tested, this, though. Could just be that NPC diamondbacks are in the habit of flying cool. If that makes sense.
The problem is that the cops are just about always close, especially if you aren't hurrying to get in the dock.
