combat rank
so I'm just wondering if I'm doing something wrong or if my combat rank is only supposed to raise by 1% per kill even when destroying a target that's a much higher rank than I am

1% for novice sounds about right.
Once you reach deadly it will take about 50-100 kills on Elite ships to get the same.
