I'm travelling to Hutton from point of entry, a distance of .22 Ly, which has taken me almost an hour to get within 500,000 Ls. Seven minutes to go

Yup anything that needs to be cashed in - Combat Bonds, Bounties, Exploration Data, Missions - all are wiped on ship destruction.

I only had about 500k in bounties anyway, will just take me a few hours to recoup the rebuy cost

Got rammed from behind by a Conda that was running away from system security - then bounced off an asteroid and crashed into the Python I was fighting

How do I activate my discovery scanner to scan the system I'm in, or is it automatic?

Set scanner to a fire group, select it and press the trigger, watch the blue line go up to full as it scans and you'll get a bong when its done.
Then use the system map if you want to select which bodies you want to use the surface scanner on.

It has 3 modes 1) Passive - it will automatically 'discover' things you are near to. 2) Active - it needs to be assigned to a fire group and you activate it by using your fire button (just like a weapon), hold down the fire button you'll see the blue bar fill up. 3) Scanning - target (select) your object of interest (i.e. one that is registered as "Unexplored") and fly towards it, when you are at the correct range it'll automatically start to scan.

So you need to assign the scanner to fire group to use the active mode.

I just tried out my scanner. I'm wearing my (GREEN!) Dr Dre over-the-ear headphones, with a decent amount of volume

When the scan results showed nothing there was a deep long note played that made me jump. It reminded me of the big mothership from Close Encounters when it was playing those musical notes, then it did that massive deep note that blew all the windows on the pad control tower thing
