Do you need a Refinery to mine it? Same question for arsenic ...

Arsenic is a material that can be picked up on the surface, no refinery required. Praseodymium is a commodity, so you will most likely need a refinery.

Praseodymium can only be mined, just like Painite. However, it is a commodity and not a material, so maybe one of the miners is willing to help you.

Pretty much any major or pristine reserve metallic belt has it. Pristine belts has positively oodles of it.

Try this http://edtools.ddns.net just punch in you current location and you should see the closest pristine belt to you. Last time I went off looking for it I ended up with 50 tons of it.
But that was with my anaconda.
