After a couple of hours jumping around that region I finally got pulled over and interdicted by a Thyroid when making the jump to Maia. I was in an Asp, and not carrying a UA.

A scripted event is not surprising, having a person flying it would make it a limited time event, giving it some sort of AI control may simply have meant too much work for a simple scan and run.

So it's either a teaser of what's to come, or there is a story element/puzzle to it. It could be that someone needs to be carrying something specific (and not necessarily obvious) for a secondary event to be triggered, or we may see on GALNET that a character has been scanned and something happened, followed by an opening up of the next bit of the story.

Alternatively we may simply see a series if different scripted events leading up to something more significant, potentially with the drop of an actual patch (rather than sneaking it in during a server maintenance.
