One poster mentioned that the ESS usually spawn more than 500ls from the star.

Look at the orbital plane of the system and head away from it in a 90 degree angle, ie. into the void. That's where you'll find them. The hot area is 500 to 700ls, go back and forth. Never failed on me, always got isolators for Sarah Palin.

Sorry. They are so random that I don't take note of the system.
The last 2 that I got from missions was while I was doing a Sothis run. Picked up missions from Sothis and then started delivering the stuff. Every port I delivered stuff to, I checked the mission board. And, bingo!!! Got a PI mission. If I recall correctly the system was not even in "outbreak" (cause I check constantly for that.)

I have started doing random checks too.

I got all of mine in systems that were in the outbreak state, always found the USSs when going 90 degrees upwards from the orbital plane.

Found my PI's yesterday at "HIP 42042" in a HighGradeEmission-SS, just 500LS over the plane from the last Planet.
Seems that a High Population in a Outbreak-System will spawn more of them.
