I think Fines are Borked

I was out in the Sifjar System last night, hunting for Bounty at one of the RES sites.

I spotted CMDR Walter Wall, and zoomed in to fly next to him, at some point he started shooting at a Ship, I also think an NPC copper started joining in.

I targetted the perp and fired just before it came up as Wanted on my Scanner, Instant Fine and Wanted to me, which is a bit shit as it was obvious he was wanted.

Anyway, I accepted the fact that I fekked up and sped off to pay my Fine. I approached the Station and got Docking permission, but just as I entered the airlock the Station stared opening up on me.

A quick 180 and frantic stabbing at the boost button got me away but I was thinking that was a bit harsh for a 400 CR fine.

I headed for a nearby platform that I know has no Security, docked and checked the Right Panel to see the Fine, it showed this:

OK fair enough, had a look at the Left panel and saw this

Very odd, but I went to the Contacts in the System menu and was faced with this:

So WTF? How can I get a fine that is displayed differently in 3 different places, and why was I shot at by a Station, that I am also allied with, for a poxy couple of hundred credits?

Weird. I've never been shot at by a station for such a fine. Maybe because I didn't give them time to scan me...

I've always seen the difference between the fine as displayed on the right panel and the one displayed in the Contacts tab of the station's menu, but I've always assumed it was the Federation of Pilots taking a fee for their services. Never noticed a difference with what was displayed in the Transactions panel, but that doesn't mean there was never any difference.

Not sure why you get two different amounts, but to pay off a fine you have to pay 50% administration fees.

There is far to too much killing for simple small bounties. Might want a raise a ticket for that mate. I know they have had a bug with fines related to illegal goods, maybe this is connected.

I did not know that, often wondered why I always had to pay more than the fine I got :P

Yeah, I'd ticket it on the official Support Forum as it may be something FD is not fully aware of.

Aren't there two issues here? You have a fine and a bounty on your head.
The fine for hitting an innocent fellow commander is 300, to which the Pilots' Federation has added a further 300 (which seems excessive). But: 'Failure to pay within the time allotted increases the fine' - perhaps you're just too slow.
If you don't pay the fine within 24 hours it will be turned into a bounty valued 1.5 x the fine.
The bounty that any BH will receive for taking out a criminal like yourself is 400.
But why the station (Herschel Landing?) should open up on you I can't explain.
Perhaps they don't like nobbly counts.

Edit: It's just occurred to me that you you may be legitimately getting the same fine twice: once from the Pilots' Federation and once from the Empire.

You might be in with the Empire as a whole, but are you sure you're at peace with the station's controlling faction? Does the marker turn green when you request docking permission? If not you may well have shot a ship that's allied to the controlling faction of that station. Usually, if you are friendly or allied with a station's controlling faction, their ships highlight green in USS and RES when locked. If you're not they show amber - you should always check their affiliation on the Contacts panel - always convenient and easy to do while in combat.
But you probably know all this already.

The station was Empire, yes it was green, it is the only Empire station in the System. The Ship I shot at was not Green, I do tend to let them get away. :D
