is there a good place to outfit a vulture near lugh?

Hill Pa ... something or other. Said out loud, it sounds like 'Hill Posse.' lol. Closest high tech to Lugh. May have to check all stations for what you want, precisely. I did.

Just highlight High tech systems on the galaxy map and it will show you the closest.....
That's what I do when I want to upgrade.....

Founders world is near by, has everythin in stock, and 10% discount to boot. BUT You need a permit.
