How do I tell who is who out in the void do members have CMDR in there title and NPC don't

Hollow markers on your scanner are human. The rest are NPC.

Just gona elaborate this a bit 
On your scanner. If you se a filled rectangle, then it represent an NPC. If the rectangle is hollow/non filled , its an Player.
If the rectangle turns into / or are a triangle , then it means the NPC or player have deployed its hard points and have their weapon ready.

Thanks Vikinger for the info that was something I had no idea about , have not gone looking for trouble yet

And yes, all player commanders have CMDR in front of their names. Some of them even have two, if they called themselves, for example, CMDR Fred.
Or they may even show up as CMDR Commander Fred.

Other things to notice on the scanner. If the filled rectangle is grey in colour . It means its either some floating cargo from an ship that have exploded or dropped it.
But in beta2 there is also ship wakes from ships that enter/exit hyperspace or super cruise that have exact same colour as cargo canisters.
I hope they change the colour code so it not stay the same.

Yeah I would like to see different colours or even better the options to let us choose what colours different things show up as on the scanner. I spent a good couple of minutes chasing round one of the wake trail objects when Beta 2 first came out thinking it was a cargo canister lol.
