Elite: Dangerous PvE - Mobius

So on the Galaxy map Azrael systems has the Mobius introduction, but there is no Mobius faction in system? Is it only being added once the game gets full release or am I missing something?

only thing added is the description on the star system, nothing faction wise at the moment. this leads me to think that if our description is on the star system then our faction will always remain there even if its not the ruling faction. I hope that this is the case.
