Good idea. Consider a "safe" haven, as some may have a trade vessel unfit for heavy combat. Potential issue may be faction allegiance... at least later, when they introduce restrictions in release. So may be we need 2 or more systems, one for each faction possibly.
As an afterthought: a staging system should have a good tech level so you can at least equip your trusty ship to accommodate the task the group wants to do.
