Elite: Dangerous PvE - Mobius

After some Googling I found out that you get the introduction to Marco Qwent via Elvira Martuuk. OK, so I'm now at level 3 with Elvira Martuuk (passed 4%) and I've applied loads of level 1 throwaway mods and exploration data to get this level. So what do I need to do for her to introduce me to Marco Qwent? Apply a level 3 mod? Or....?

Maybe far fetched, but checked by flying to Maia after getting to lvl 3 with Elvira? I've not yet got to 3rd with E, so can't check that myself yet. Maybe it's like with Ryder, inv is given only at the "home system"?

Yes, but you need the introduction from Elvira first.

Hmm... then I've no clue.

Hutton a platform? So you can't upgrade any big ship with this guy?

I'm not sure what that means. Perhaps it goes like this - you do enough with Elvira to get introduced to Marco. But you still need the invitation for Marco and this might be found at Hutton.

I'm still not getting the introduction from Elvira. My theory is that I need to at least apply a level 3 mode from her. I guess I'll grind the materials to get a throwaway mod from her. I need access to Marco for higher level power plant mods. The other mods are no use if I haven't got the power for them!
