Recommended System for Bounty missions in Federaration space?

Looking to get in good with the federation and give my combat rank a boost.
Preferably under Felicia Winters.

Although its not in Felicia Winters, Kremainn is always a reliable one, i bounty hunted there until recently. Its got quite a few good high res sites, can't remember if there were any hazres but probably find one nearby if you look around

LHS 20 is a well known Fed system with a ton of RES sites. Low, high, and Haz. Great outfitting and shipyard. It's a LYR system, so everything is 15% off, too.
