Yesterday when playing in open near Niatis where we were operating last weekend I noticed Wolf 406 had some conflict zones. Went there with my buddy since he didn't want to go searching for a Vulture and that is where I bought mine.

Look for Alioth Independed, well seen that to, but go to one of the other stations in 78. Was same for me yesterday went to Teller Terminal plenty there then went back to Rominger Dock and voila. Else I also suggest bounty hunting in Alcor at the Resource Extraction Site, BUT DONT SHOOT the POLIS
Turn in the bountys at Rominger or any other Alliance / Alioth station..

There is some other systems nearby I found yesterday also contains plenty of Alioth Independed but man forgot their name..
(Im not done either doing missions for permit, unfortunate stupid as I am I let me computer open while out for a smoke and when came back my 3 year old son was at controls even managed starting a Alioth Independt mission I was not geared up for cry cry.. did my best and so close but boom dead buuh huuuh..

Not officially, but some members are. I don't recall who, but they mentioned it in other posts.

Btw, it took me about 2 hours to get my Alioth permit just running cargo and fetch missions. I also did the donation missions, but someone said that those don't help. I was already allied with the Alliance through trading, so that may have sped things up.
