you'd like Sothis then. it only has one inhabited system nearby, Ceos, so all pirate kill missions are in Ceos. Ceos has no RES, but i managed to kill 20 pirates in USSes in less than 30 minutes. i went out twice, it took me almost 60 mins to build a stack of missions each time, and under 30 to complete each trip. net result - 21 million plus bounties. not bad for a couple of hours prepping and an hour's flying
