Got a mission to kill a prisoner - I've been in sc scanning every ship that spawns and also dropping into USS's am I looking in the wrong place ? Got 4 hours left to find him

He zipped straight past me as I entered sc from an USS then played cat and mouse chasing him ironically he interdicted me in the end - still struggling to get rank missions for Feds tho

Well in 1.5 I think it was they introduced a progress bar for rank.....
Only trouble being mine shows 0% even though I have done shitloads trying to get to Post Captain....
Waiting to see what it says when horizons go live.....
