Seeing as rear admiral has become a requisite for some federal ships, I'm contemplating how to best "grind" that rank.
Any and all advice gratefully received.

I have posted about this many times (there are also multiple topics open about ranking up) but I will repeat it again if it will help you.
17 Draconis. This system has a Federation station and is somewhere in the neighborhood of 400-500 LY away from inhabited space. It is currently in famine status and offers a metric shit ton of charity missions. This is literally your best bet to reach rear admiral. I went from Post Commander to Rear Admiral in a short time.
I'm hoping you didn't miss your chance, I am sure FDev are going to fix this.
