NPC Elite Rankings?

Why have NPC's got Elite ranks? I thought they were reserved for members of the Elite Pilots Federation.
I'm guessing it's a guide to their 'equivalent ranking' to get an idea of their abilities.

As they are pilots too they are also a member of the Elite Pilots Federation and therefore also have ranks.
And this is also a guide to their skill level and tactics

Yup, beware the Elite ranked Anaconda's is the lesson I learned pretty quickly. You have to have some way of knowing what you are getting into before you start a fight and I guess the Elite ranking system is the easiest way.

David Braben stated on one of the Frontier videos on you tube that only 'players' are members of the Elite Fereration of Pilots in a discussion where he also talks about playing the environment and cooperation, something along those lines. I can't find the video but will try.
That's why I asked the question.

Well i was interdicted by a master in a viper tonight.........holly sheeeeet ......
Managed to strip his shields.....then jesus....he was ducking and diving....could not get near him...
Managed to avoid 2 x approx 10 missle barrages (did not have time to count exact amount)....
Then beam laser disco time......i musta been lighting up the night sky like a disco ball.....
Managed to finally escape with stripped shields and 7% hull
Too fecking close that one........
