Too Many Missions or Contracts

I keep getting this message "Too Many Missions or Contracts" when I try and book a passenger mission. First, I have nothing booked, second, I have enough spaces to carry an army. It worked fine up until today, then all of a sudden I get this message with an empty ship. Any ideas,

Two possibilities, 1) you have too many missions on the go (there is, I think, a 20 mission limit), or 2) you have too many unclaimed bounties to collect (but sure if there is a limit on these or not).

I have no bounties, missions or contracts booked or unclaimed. It does it in passenger and cargo mission mode both.

I suggest entering a ticket with FD. Sounds like you've encountered a bug.

used to be 30 as I recall

It was 20 in 2.1. I hit that cap a few times.

Just spit-balling here what about the data and materials we carry in the Ships database? They do have storage max limits.
