If you're in an inhabited system, you're best bet is to go to a nav beacon. Bounty hunters are almost never wanted, they're the guys that will scan you and afterwards you'll get an all clear msg from them (if you don't have a bounty on you, otherwise they will attack). The thing with this is, in an inhabited, nion anarchy system, because they're clean, you'll get a bounty on yourself (assault+assasination). So to avoid it, go to some independent station the space around the station is in that faction jurisdiction, regardless of system controlling faction). Do some offence ( for example wait for a random ship to arrive and just shoot at it). You'll get a bounty with that faction ( important thing to note is if it's an anarchy faction, you'll get no bounty on you so choose some other goverment form faction). Now, with that done, go to nav beacon. Once a bounty hunter scans you, he'll see the bounty and attack. But since you don't have a system controlling faction bounty ( therefore you're not WANTED at the nav beacon, cause nav beacon falls under system controlling factions jurisdiction) he'll commit a fellony, becoming wanted. Two things to note here: 1. he has to hit you with his weapons ( he'll turn red) 2. have report crimes against me on (it's in the right sided (4 is the default shortkey) menu under functions). Now you can kill him him and get away without a bounty.

If you are in an unihabited system ( those are anarchy by default), you'll have to look for a USS containing bounty hunters ( can be VERY tedious).

EDIT: typos

Has anyone figured how to turn in bounty for smaller system factions?

It's a bug and the devs are aware of it.

Dunno mate, I tried one of these the other night. No joy at USSs, no joy as RESs, would've tried nav beacons exept there were none in either of the 2 systems. So then I got myself a bounty and interdicted a couple of bounty hunters (which I guess by scanning them and checking for kill warrant scanner), I then put myself in front of a couple so they interdicted me, still no joy. Abandoned it in the end. :(

That's a good question that I'd like to know as well, I've seen a few of those mission offered but never took them seeing as I don't know what I'm really looking for.

Well, a Kill Warrant Scanner would be a dead giveaway. :)
