Are Federal Navy progression missions broken?

I've had two tonight where the reward was "Post Captain" but I'm still "Post Commander" after finishing each mission at the bulletin board.

I'm thinking they don't give you the rank but increase your progression to that rank? I had same issue on Empire side.. finally got the rank, then little while later started getting the next rank, did two missions and didn't get rank so held off for now.

The thing with rank progression missions is just like the regular ones. However - the whole system is a bit more complicated. Let me try to explain the way I understood it.

1. you have your local system ranks
2. those local ranks tie to the galactic ranks (empire/fed) if they are sided to those major factions
3. your empire/federation ranks get LESS points the higher your local rank is. So if you got from unfriendly to neutral you'll be getting more points in your empire/fed rank than compared to friendly-to-allied. Basically, I've been told that once you got to allied, you should move to the next system because the navy rank will get really slow progression.
4. the good thing is, your naval rank always keeps progressing even if you don't take the missions to rank it higher. this explains why some people get one navy mission in a few days and some get several at the same time. So if you've been doing a lot of regular missions, and never took the navy ones - you'll most probably get several navy ones after another that will rank you up each time. so basically, imagine a progress bar filling up with every normal mission you do, BUT you need to "confirm" each rank individually by doing a navy mission. for example, it took me 1 day to go from no rank at all to "Master". I just took 3 missions one after the other. But then it took me a whole lot of other local missions to get the "Squire" mission pop up.

However, taking the Navy rank mission itself doesn't guarantee you a promotion. It just moves the navy rank progression bar (which you can't see) faster than doing local missions for a faction that is aligned with your galactic one. The only time you actually get promoted is:
a) when you've already have enough "XP" in your navy progression bar for the next rank (or several ranks, in which case you will get more navy missions right after)
b) when you pass the threshold by turning in your navy mission

I had to do three or four missions to get to Post-Commander (but now I have my post it is well and truly commanded), chances are you have to do several to reach your new rank. They were worded as though this was part of the promotion not the entire thing.

It's weird, the way it works. After I ranked up to Earl, I pretty much stopped checking the bulletin boards altogether for a few month. I didn't take any missions and did only RES hunting and CZ fighting. Then not long ago, my wingmate started looking for missions, so I did too. And I found a naval mission to deliver some intel to the next system. I took it, and ranked up to Marquis immediately.

Nope, I thought the same since PP was launched. But last night I got to Ensign rank with the Feds finally, up to that point it seemed that they were dropping back to back, once I started doing them that is.

OK, thanks for the replies folks.

Every time I took a progress mission for feds or empire, I saw my rank increase immediately - except once, so I assumed that it was a problem with having two "rank up" missions in my list simultaneously.

I'll take a few more and see how I get on.

That will sometimes happen, just log out then log back in and it should take care of it. The rank progression mission will sometimes bug and give more than one, but you only need to do one of them. Also, sometimes after you do one, it will still show up in the unable to do mission section.
