i don't know how it will work under the new system, but under the current one i wouldn't even bother finding an outpost - several times i've had the cops attack me at a RES, after which i've rushed straight back to the nearest station to pay the fine.
as long as i managed to escape from the RES intact, when i got to the station i was fine - i just landed as quickly as i could and paid the fine. i didn't get any further attacks either by station security or the station itself.
