Look at how much information we can get in the palm of our hand now. There isn't enough being presented to us (or if its hidden in game I've yet to find it). Maybe this has something to do with distances.
News in game is restricted to the system that you're in.
If bulletin boards can give missions to supply fish to another system, then we should also have access to information like who has a Power Plant. I'd say within 2 hops would be fair.
