It's either something forgot or I something that they've changed, but shields regenerate and recharge completely, taking the same times, whether you have 4 pips in SYS or 2 pips in SYS. I know they are stronger with 4 pips, but I thought they recharged faster too. They do charge slower with less than 2 pips.

They did speed up recharge times a couple of patches back. However, I think it's more to do with the capacitor charge more than the pips, as long as the Sys capacitor doesn't reach zero your shield charge at the maximum rate, if it reaches zero they recharge much slower.
Usually you don't notice this if your power distributor is good enough, but if you have a crap one (like I have in my Asp at the moment due to weight saving) you really notice it if you have no pips.
Well, with no pips, they will only charge up what's in the SYS cap and then stop.
I'll post these results for anyone who is interested. I've been performing Vulture testing, trying D rated thrusters, fixed weapons, and etc. I had switched to a D rated shield with boosters so I could have A rated thrusters. Then I realized I could go back to A rated shields with a smaller shield booster and have nearly the same strength shield, but A rated (just a bit heavier). I was performing the test to see if A rated shields recharge faster. They don't, but they are a better module. Recharge time seems to be based solely on the strength of the shield.
D5 plus 2x AO boosters, = 441MJ, takes about 1:46 to reform and about 4:57 to fully recharge.
A5 plus 1x CO booster, = 434MJ (about 1.5% weaker), takes about 1:45 to reform and about 4:55 to fully recharge.
Results the same with 2 pips and 4 pips in the SYS cap (starting with a full cap).
