Aggressive attackers in RESses without being Wanted

Hello,
Lately I've been intradicted and attacked by "clean" ships while just flying around. They start firing at me and still remain "clean". When I start shooting back, I get the "wanted" label.
Now I'm wanted in Azrael.

I know for fact npc's consider limpets to be "valuable" cargo and will engage you for it unless you are vastly higher ranked in combat than they are.

The interesting bit is that I had no issues in the Vulture, not even with FDLs ... and I actually had Fuel Limpets even in that ship.
maybe it was to small for them to spot ...

Nope. And not wanted either.
I was running missions. And had no cargo as well. They intradicted me and wanted cargo. But didn't even bother to scan and just opened fire.

At some point even NPCs have to take a first step into criminality - one minute a pillar of society, the next an aspiring SDC candidate.

FDLs are prone to do random & unprovoked attacks. It's not exactly common occurence however, happening only every now and then (for some people never).

I've had this happen to me a few times in my vulture. No cargo or limpets whatsoever on my ship. And yes, the 3-4 times it has happened, it was a FDL.
