That is a standard random USS scenario that is generated in/near the bubble. If you spend a lot of time in a system because you do detailed surface scans of all bodies, you can get a dozen of them in an evening. Grab the interesting loot (will count as stolen), do passive scans of the rescue vessels for engineer data mats, and when the rescue vessels hi-wake out, scan their wakes for even more data mats.
If you are not interested in loot, shoot or ram about half a dozen of the cargo canisters, this will forward the scripted actions to the "canister cleanup" phase, and the hi-wake of the rescue vessels.
